The ADA requires that public entities (state and local governments) and private entities (businesses and nonprofit organizations that serve the public) communicate effectively with people who have communication disabilities.

Public schools and charter schools must meet the Title II requirements of the ADA. However, the ADA does not contain specific special education rules or requirements.
